Personality: Giovanni is very much what one would expect of the head of a far-reaching criminal organization. He’s cold, calculating, and cruel, and will do whatever it takes to reach his goals-which mainly involve gaining large amounts of money and power. Of course, it’s entirely possible that one wouldn’t know that upon first meeting him-when interacting with those who don’t know of his illicit dealings, he can come off as affable, intelligent, cultured, and even charming… if a bit dorky, easily amused, and easily pushed around.
Of course, in all probability, it’s an act designed to throw those people off their guard so he can figure out what makes them tick. He’s not entirely above attacking family members of his opponents to get them to comply with his plans or using similar underhanded tactics. He is exceptional at figuring out his opponents’ minds, and is incredibly good at planning out fights right down to how many seconds it will take to defeat an opponent or to dodge a move. He’s also good at planning heists and schemes of various sorts… although, they can seem a bit… out there. But what can you expect from a man who has an airship with a fold-out midair battle stadium and who can use a motto like “Raid On the City Knock Out Evil Tusks” without bursting into laughter halfway through?
Oddly enough, though, he does have something of a sense of honor. He respects powerful enemies rather than considering them worthless, and will even make them offers to join his organization rather than suffer inevitable defeat at his hands. Of course, if they refuse, he won’t pursue it-while he’s incredibly stubborn, he doesn’t go after things that are very obviously impossible. Nonhuman opponents are less lucky; he’s liable to simply kill Pokemon that get in his way, and while he’s fond of certain members of his team, he won’t hesitate to conduct cruel experiments on them if it’ll get him an advantage.
If he’s simply outmatched, he’ll swallow his pride and retreat until a more opportune moment, but he won’t give up on it. He’s usually rational-minded, but there are a few occasions where his emotions can get the best of him. If someone does manage to defeat him, he will have nothing but utmost respect for that person, and will occasionally even help them out in a sticky situation-though, usually only if it benefits his plans. He also tends to be a bit of a backseat driver, both when it comes to non-combat and combat situations. When watching someone fight, he usually gives them (fairly decent) advice that they may or may not want; when in a fight himself, he’ll usually critique his opponent’s fighting style. He’s fairly studious, as well: he specializes in Ground-type Pokemon, and wrote a book filled with his research and observations on them.

But really, when you’re hell bent on taking over a region for reasons that basically seem to amount to “for the hell of it,” what are a few islands anyway? Especially when you have some sort of fatal illness out of nowhere. Damn, that sucks.
Strengths:

Giovanni has a shitload of Pokemon, but for the purposes of this RP I’m going to go with three of the ones he uses in FRLG because yeah. I’ll be putting some headcanon into these things because they only really show up briefly in canon and Giovanni only really discusses one at length.
Beedrill is an odd choice for him, given that a Bug/Poison type could not be further from his specialty. However, there is a pretty good reason why he keeps Beedrill around-he’s one of Giovanni’s first Pokemon, caught at Giovanni’s birthplace, Viridian Forest. Beedrill is one of the few Pokemon that Giovanni properly cares about, and is his most trusted partner as far as Pokemon go. His trust is not exactly misplaced, given that Beedrill is a lot more powerful than you’d expect. His abilities are mostly geared around being fast and stabbing things and being a three foot high wasp. Canonically it knows Agility and Twinneedle, which correspond to the first and second point of the last sentence, but I would assume it knows some Poison and Flying moves as well.
Nidoking is far more standard, a Ground/Poison type that knows a wide range of moves of multiple types. Canonically he knows Earthquake (self-explanatory), Fire Punch (HIS FISTS ARE NOW ON FIRE), and Rock Tomb (ROCKS FALL, YOUR SPEED STAT DIES). He is pretty versatile and powerhouse-y.
Aggron is of the Steel/Rock type, so she is a defensive tank. She also canonically knows, uh, Brick Break, which is about punching through walls like it ain’t no thang. I assume she has some defensive buffs and some other physical attack moves.

Giovanni is of the belief that Pokemon Trainers should train their own bodies as much as they train their Pokemon, so he’s pretty physically fit. Giovanni is extremely intelligent in that cold, calculating kind of way. He’s an excellent strategist, both when it comes to fast-paced battles and long-term plans. This isn’t to say that it’s impossible to pull a fast one on him-indeed, he’s had his plans thwarted quite a few times. Still, he did manage to take over half of Kanto, so that’s something, right? On a less devious level, Giovanni is also very studious and has something of a scientific bent to him. He’s pretty much the authority on ground types, and is always eager to learn new things about them. He’s fairly good at Pokemon in general, too-he’s good at figuring out things like how much time it takes Pokemon to execute certain moves, so he can quickly dodge, counter, or intercept that move. Of course, this isn’t as much of an advantage in Luceti because there are only a few Pokemon trainers, but if he observed a person’s abilities long enough he could probably do the same thing. He is also the sort of person who will pick up strategies from effective things his opponents have done, so there’s that.
Emotional
Again, cold calculating etc. Giovanni is very difficult to emotionally compromise, and he’s not prone to getting to the point where his feelings get in the way of good decision-making—outside of a few notable exceptions, which will be detailed in the weaknesses section. He’s not the sort to rage and deal out disproportionate retribution, either. He’s fairly charming and charismatic, and he doesn’t hold grudges—he’s rescued Red on one occasion when it was advantageous to him, and when they meet up a second time he shows nothing but the utmost respect for him. He is a powerful, effective leader who is good at commanding the respect of those who follow him. He’s determined and goal oriented, but he does know when to retreat when he’s outmatched.

Giovanni is… well… let’s just say he has some kind of mysterious degenerative anime sickness and leave it at that. Canon doesn’t state exactly what it is, but it appears to affect his chest so it’s either a heart disease, a lung disease, or both. He will occasionally have episodes that leave him pretty much out of commission for a while. Usually they occur after he’s been going through a great deal of physical exertion, though occasionally they just happen out of nowhere.
Mental
Giovanni has a tendency to underestimate non-humans—he definitely considers the trainer to be the sole intelligent force in the Trainer/Pokemon relationship, so he kind of underestimates the Pokemon’s role there. This doesn’t mean that he’ll automatically assume all non-humans are idiots, but animalistic characters may trip him up a bit.
Emotional
Giovanni has a tendency to let his guard down when he thinks he’s won, so it can be pretty easy to trip him up if it seems like he thinks he has you beaten. Also, while he’s far from gullible, he does have a bit of a blind spot when it comes to subordinates and people he’s come to trust. And… well…
He is not entirely immune to having his emotions toyed with, particularly when it comes to people for whom he cares deeply. This is particularly evident when it comes to his son, Silver. When he finally finds a lead on something that will help him reunite with his long lost son, he basically drops everything to go for it, without really caring what gets destroyed in his way and would likely do anything to save him if he was in trouble. Silver is never really used against him in canon, but it’s extremely likely that he could be.

It would be wrong to say that Giovanni always went into something with a plan, but he did it so often that waking up in a different world threw him for quite a loop. Technically, this would throw anyone for a loop, but Giovanni was not particularly used to being thrown for a loop.
Of course, this wasn’t something that would keep him down. Far from it, really. All he had to do was figure out what was going on and formulate a plan. Of course, that may be the sort of thing that’s easier said than done, but for now he could start with the information immediately available to him.
First, well… he had wings now. That was new. Unfortunately, they didn’t seem to give him any sort of advantage given how small they were. If anything, they were more of a disadvantage—there was kind of a dull, painful sensation where they were attached, pulling at the feathers proved to be painful and they looked kind of ridiculous. The only real positive he could note about them was that at least they were in appropriate Team Rocket colors. Really, though, he would have to plan around them instead of planning to use them for anything in particular.
Second, he was currently in a forest that he did not recognize. Not that he was perfect at recognizing forests, but… in the time he’d been thinking things through, he’d seen a few creatures—Pokemon? They looked similar to some Pokemon he knew, though there was something definitely off about them. They seemed… weak compared to the Pokemon he already knew.
Speaking of Pokemon… none of them were on him. At all. This was definitely the most worrying part of this situation. It wasn’t that he couldn’t compensate for not having them, but if someone else had them… yes, that would be a precarious situation. Perhaps they were nearby… but, well, perhaps not.
Well, there was nothing that could be done about that by just sitting there. He’d have to get moving.
